Regional Pool Program Overview
The Regional Pool Program gives Northern Colorado water users another way to acquire Colorado-Big Thompson Project water on a seasonal lease basis. RPP water becomes available when allottees, or unit holders, don't use all of their regular quota water in a given year and their surplus exceeds their carryover capability. Those surpluses automatically go into the RPP. In certain circumstances, RPP water can be made available to water users during the following year on a competitive bid basis.

Agricultural, municipal and industrial water users with beneficial uses within Northern Water district boundaries are eligible to lease RPP water, even if they are not C-BT allottees.

Corn Irrigation The Northern Water Board of Directors adopted the program in 2005 when they approved the Regional Pool Program Rule (PDF).

The Board may allocate water from the RPP only when reserves in the C-BT Project exceed a set amount. If Board members elect to make RPP water available, they can allocate that water during their regular meetings in January through September. Bidders have a certain amount of time to submit bids to Northern Water.

Bidding Process
Interested bidders must complete the Regional Pool Program Pre-Approval Form (PDF) either before bidding or along with bid submission, which is made using the Regional Pool Program Bid Form (PDF). Bidders must specify the amount of water they would like to lease and offer a price per acre foot.

Bidders whose RPP water would be delivered through a carrier, such as a ditch or reservoir company, also need to complete the Regional Pool Program Carrier Consent Form (PDF) or provide another signed agreement stating that the carrier will deliver the water to the bidder.

Northern Water staff members will open the bids in a public forum on the due date. Bid amounts and prices will be open to the public, but the name of each bidder will not. Northern Water will award the water based on which bids offer the highest lease prices per acre foot.
