Northern Colorado Water Conservancy District Headquarters NCWCD, a public agency created in 1937, provides water for agricultural, municipal, domestic and industrial uses in northeastern Colorado. The District was established as the local agency to contract with the United States to build the Colorado-Big Thompson Project.
